Preparation Steps
- Toast the chiles until fragrant in a dry skillet over medium heat, about 2-3 minutes.
- Transfer toasted chiles to a bowl and cover with hot water. Soak for about 15 minutes.
- Blend soaked chiles, yellow onion, garlic, oregano, and cumin until smooth.
- In a large pot, heat olive oil and brown beef on all sides for 5-7 minutes.
- Sprinkle flour over browned beef and stir well to coat.
- Pour in the blended sauce, beef broth, bay leaf, salt, and pepper. Stir and bring to a boil.
- Reduce heat to low, cover, and let simmer for 60 minutes.
- Taste and adjust seasoning with remaining salt before serving.
